Considering that they are fighting an actually genocidal enemy who doesn't wear uniforms and isn't afraid to raid and pillage their own citizen's homes to make terrorist weapons to attack innocent israelis end masse, the civilian to combatant casualty ratio of approx 1:1.5 is incredibly low. This is mainly thanks to new techniques like evacuation alerts by text/phone which Hamas hates because they like big death tolls.
