About a year ago M Rutte [PM of the Netherlands on his way out] and the Italian PM 'negotiated' a deal with the dictator of Tunesia, worth billions of Euro's, to keep refugees from trying to reach Europe by boats.
It was reported as a big succes, but it was mainly Europe buying a clean concience.
