The "Trickle-Down" theory of economics was always a lie designed to fool the working classes into allowing the government to give even more money to those who were already rich.
It's an inherently cruel deception -- taking from the poor to give to the rich.

I really wish that when people post screen shots of Trump lies, that they would put a giant X over them to signify that these are lies. It only takes a minute (or less if you're quick) to do using Snip & Sketch. Just a bit longer using GIMP. Both are free programs.

A search brings up a series of sites with random names each carrying an AI generated 'article' which changes 'proposal' into an alleged new law which has allegedly already come into effect. A lot of spurious detail is added, together with a rationale.
There are pages and pages of this crud, making it impossible to find an official site with a definitive statement.
