Das geht aus einem <a href="https://eur-lex.europa.eu/legal-content/DE/TXT/HTML/?uri=OJ:L_202501443" rel="nofollow noopener" target="_blank">Beschluss des Rates der Europäischen Union vom 15. Juli</a> hervor. Insgesamt werden 15 Personen und Organisationen neu gelistet. Begründet wird der Schritt mit einer „fortgesetzten hybriden Kampagne“ gegen die EU und ihre Mitgliedsstaaten, darunter Sabotage, Cyberangriffe und Einmischung in Wahlen.Bei „Storm-1516“ handelt es sich um eine russische Kampagne, die mit gefälschten Nachrichtenseiten und KI-generierten Inhalten arbeitet. Diese werden durch Influencer in Sozialen Netzwerken verbreitet. CORRECTIV und Newsguard hatten im Januar mit Hilfe des Online-Rechercheprojekts Gnida <a href="https://correctiv.org/faktencheck/russische-desinformation/2025/01/23/angriff-aus-russland-auf-bundestagswahl-deepfake-ki/" rel="nofollow noopener" target="_blank">aufgedeckt</a>, dass sich die Kampagne seit November 2024 schwerpunktmäßig auf den Bundestagswahlkampf konzentrierte. Dabei wurden Falschinformationen gegen die damaligen Kanzlerkandidaten Robert Habeck (Grüne) und Friedrich Merz (CDU) in Umlauf gebracht und unter anderem Missbrauchsvorwürfe und Krankheitsbilder erfunden. Die Kampagne war bis zuletzt aktiv.Wie funktioniert das Prinzip „Storm-1516“?Mit der Diskreditierung <a href="https://www.zdf.de/nachrichten/politik/deutschland/fake-news-annalena-baerbock-gigolo-100.html" rel="nofollow noopener" target="_blank">einzelner</a> <a href="https://correctiv.org/faktencheck/2024/12/13/gezielte-kampagne-robert-habeck-sollte-mit-falschbehauptung-diffamiert-werden/" rel="nofollow noopener" target="_blank">Politiker</a> und dem <a href="https://correctiv.org/faktencheck/2024/12/05/wehrpflicht-2025-angebliche-bundeswehr-webseite-ist-eine-faelschung/" rel="nofollow noopener" target="_blank">Verbreiten</a> falscher Informationen versuchten pro-russische Akteure die Bundestagswahl zu beeinflussen. Fakes, die der Desinformationskampagne „Storm-1516“ zugeordnet werden können, erreichen in der Regel mehr Nutzer als ähnliche pro-russische Kampagnen, wie <a href="https://correctiv.org/faktencheck/russische-desinformation/2024/11/13/propaganda-desinformation-russland-recherchen-legen-doppelgaenger-kampagne-lahm/" rel="nofollow noopener" target="_blank">Doppelgänger</a> oder <a href="https://correctiv.org/faktencheck/hintergrund/2024/06/04/post-aus-russland-desinfo-kampagne-nimmt-correctiv-und-andere-faktencheck-redaktionen-ins-visier/" rel="nofollow noopener" target="_blank">Matroschka</a>. Das Prinzip dahinter: Falschbehauptungen werden unter dem Deckmantel vermeintlicher Nachrichtenartikel in die Welt gesetzt, um die Glaubwürdigkeit zu erhöhen und dann von Profilen mit teils hoher Reichweite verbreitet. Konkret sieht das bei „Storm-1516“ wie folgt aus: Schritt 1: Website mit normalen und erfundenen Inhalten erstellen, dabei kommt auch KI zum Einsatz. Schritt 2: Dazu passende gefälschte Beweise bringen Glaubwürdigkeit (zum Beispiel künstlich erstellte Deepfake-Videos oder bezahlte Artikel).Schritt 3: Influencer und Bots mit Reichweite unterstützen bei der Verbreitung.Nun hat die EU das „Zentrum für geopolitische Expertise“ („Center for Geopolitical Expertise“, kurz CGE) auf die Sanktionsliste gesetzt. In der Begründung heißt es, das CGE sei an der Erstellung und Verbreitung falscher Informationen beteiligt, indem es Künstliche Intelligenz zur Anfertigung von Deepfake-Videos verwende. Zudem habe es ein „Netzwerk von Hunderten von Falschmeldungs-Websites“ unterstützt. Die ebenfalls sanktionierte „Stiftung zur Bekämpfung von Ungerechtigkeit“ („Foundation to Battle Injustice“) wiederum sei „an der Verstärkung zahlreicher Informationsoperationen von Storm-1516 beteiligt“ gewesen, heißt es weiter. CORRECTIV hatte eine Verbindung deutscher prorussischer Influencer zu der Stiftung festgestellt.Als Verbreiter von Kampagneninhalten wird Simeon Boikov gelistet, bekannt unter dem Pseudonym „Aussie Cossack“. Ihm wird unter anderem die Bezahlung eines amerikanischen Influencers für das Veröffentlichen eines von Storm-1516 erstellten gefälschten Videos über Wahlbetrug in Georgia vorgeworfen. Über die Vorwürfe hatte <a href="https://edition.cnn.com/2024/11/04/politics/fake-georgia-voting-video-russian-disinformation/index.html" rel="nofollow noopener" target="_blank">CNN</a> berichtet. Nach Recherchen von CORRECTIV hatte Boikov auch Falschinformationen über Deutschland verbreitet. Außerdem finden sich auf der Sanktionsliste das „Russian Television and Radio Broadcasting Network“ und dessen Führungskräfte. Die EU macht die Organisation maßgeblich verantwortlich dafür, in den besetzten Gebieten der Ukraine die Rundfunksysteme durch ein von der russischen Regierung genehmigtes System ersetzt zu haben, um Inhalte zu übertragen, die, „abweichende Meinungen unterdrückt“ und „die lokale Bevölkerung auf eine Linie mit der Politik Russlands“ bringt. Für das Verfälschen von GPS-Navigationsdaten im Ostseeraum, sogenanntes Spoofing, werden das „841. Separates Zentrum für elektronische Kampfführung der Ostseeflotte“ sowie zwei Militärs sanktioniert. Die neuesten Sanktionen ergänzen den Beschluss des Rates der Europäischen Union vom 8. Oktober 2024 über „restriktive Maßnahmen angesichts der destabilisierenden Aktivitäten Russlands“. Zuletzt wurde die Liste am 20. Mai 2025 im Rahmen des 17. Sanktionspakets gegen Russland erweitert.
